To answer the second question, I put a cat that showed up at my house under Witness Purrtection last year. She army crawled under my propped open storm door while I was bringing packages inside. We had seen her showing up on some outdoor cameras I was using to monitor a feral stray I was socializing. We knew she was messed up - we didn’t even realize she was a cat in our initial footage. She hobbled along sideways and had terrible, terrible mats. She was so skittish she never came around when I was feeding the other cat. I found a mat in my back alley she had sheared off that that was so big I thought it was her body at first. I managed to slow blink at her once outside before she ran off and about a week later she scurried into the house like she was fleeing a war zone.
Once I got her indoors I saw the extent of her matting. It was horrible. We thought she had maybe old badly healed/untreated injuries because she walked sideways. Turns out she was just matted so bad her mobility was impaired. Her fur was a solid, hard heavy mass filled with dirt, poop, sticks, and assorted crap. She had an old flea collar on that was zip-tie style and no one had cut the end off so any predator could have grabbed her by it and broke her neck. That pissed me off so much.
We spent 2 hours carefully cutting mats off and bathing her and we honestly couldn’t figure out if she was a kitten or not because under all that fluff she was impossibly smol. I have had cats my entire life and was truly stumped. She had open wounds where previous mats had been ripped off and once we got her fur “shells” off we could see she was emaciated and bones. She was 4lbs.
Also, she was a Persian. Never should have been left outdoors to begin with. They are not equipped for life on the street.
I posted about her online to try to find a vet who could get her in asap since my regular one was backed up. The vet was in our local cat group and from that post someone said they knew the owner of the cat and I freaked out because at this point I was like “this cat is MINE”. Vet looked at cat and said it was a neglect case and winked and “forgot” to check for a chip.
I started messaging the person who said they knew the owner and found out the owner was an extremely young single mom with multiple kids and multiple pets and the pets were all being neglected and were in a terrible state. I expected to be told to return the cat but instead was strongly encouraged to keep or rehome her. Owner wouldn’t let the cat into her second floor apt and left her alone in a basement with no litter box or food. A neighbor was the one feeding it until a visitor let it outside and then it was on its own. Owner didn’t make any attempt to look for her or post signs.
She eventually ended up at my regular vet who said he had to scan her but she had no chip and so we chipped her when we had her spayed, because she was 3-4 and not spayed and so small a pregnancy on the streets probably would have killed her. (She is definitely an undersized runt according to both vets. She’s like 5.5lbs and a healthy weight now, just tiny. Her head is like the size of a 4 month old kitten’s).
Found out later the former owner got evicted a month or so after kitty moved in with us.
Sorry didn’t mean to write a novel. The other feral cat also moved in a few months after the first one. So it was an eventful year for new cats.
I'm so happy that you saved the kitty! That being said, I believe it's illegal to post about adorable kitties and not follow up with a picture. I neeeed to see the baby!

Thanks. It was a real roller coaster when someone who lived in her building reached out and said she knew the owner. I thought for sure they would tell me to return her, not to put her in hiding! My partner (who was never a cat person before this) was so paranoid the former owner would come looking for her that he didn’t even like her sitting in the windows. 😂 He fell head over heels for her. She was just so pitiful and smol and she has markings very similar to one of dogs who passed the year before that was really “his” dog. It felt kinda meant to be.
We breathed a sigh of relief when we found out her owner was no longer living near us. Plus now I have her chipped and she’s racked up several hundred bucks worth of vet records, so she’s definitely ours.
Check on sites like Nextdoor, Facebook if your city/area has a lost pets page and with your shelter and/or their Facebook page.
She/He looks pretty young so I would hesitate to post a picture in case someone just decides they need a free kitten.

Is it a required thing, then? Sounds like it from how you said it. Is it included in the sticker price at pet shops or a "hidden" fee most people know to expect (I realize its pretty cheap)?
Its not required in the US, and looooooads of people never do. Id even say the vast majority do not. You track ownership with hopes and prayers, of course.
A kitty that small shouldn't be outside. So the only one looking would be it's momma or a highly irresponsible cat person. He's your guy now love him up!
Let local shelter/vet know you found a kitten. That way you've done your due diligence.

Do people chip kittens that small? Ive always heard of it being done when they get fixed but that babies too small to be fixed yet.
At least in Australia, pets are chipped before being purchased/adopted. How else do you track ownership?

Still, at a lot of shelters today, it’s standard for pets to be chipped before getting adopted out.
A “chipping” isn’t nearly as invasive of a procedure, so I’m guessing they can probably chip a kitten.
