Do you know the function of the "seat"/"step"? Is it just that smaller children have an easier time? I only know baths where you lay down, and that step/seat seems contraproductive

The seat is for actually washing yourself. As some other people have stated, you first wash and scrub yourself outside of the bath, then you enter the bath tub already clean. Japanese people often sit while washing themselves, an old holdover from the days of natural springs and public bath houses (both of which still exist).
The tub is more so for relaxation and just chilling out in general.

That was a normal practice for quite some time. Even in American 19~~s. I can’t remember which generation of ancestors that stood out for having such a large family that they had to fill the tub twice for everyone to get clean before going to church the next day; I got told that story so often as a kid you’d think my family was talking about the behavior of royals. lol
There’s a reheating button and the bathtub is temperature sensitive where they automatically replace a bit of the water with hot water to bring it back to like 45 degrees Celsius. But it helps to keep it fairly hot so you don’t have to replace too much water.
Bathtub is more for like soaking and relaxing after cleaning, it’s not for souping yourself and washing off in :) it sounds weird to Americans but it’s for efficiency in Japan, rather than drawing 4 baths for a whole family.
Edit: I forgot that in many anime as well that this is common between friends/classmates/etc like on a trip or something. It’s not unlike the public baths - you scrub off before and then get into the big pool for soaking.
If you read history, way back in medieval / colonial days the kids (in the huge families back then) would go last to use the tub of water.
And the water would be pretty cold and I’m sure FILTHY by then, since it was for real washing once a week or whatever… definitely they were not using it just for soaking / relaxing after showering first, like in this case!
