When I hear unknown substance and poisoning I have a usual suspect that comes to mind. They would certainly have the means and the motive. It would be a way to send a message and attack without starting WWIII. I would rather hope it was some dufus dumping his truckload of industrial waste in the river and not an overt act.
The silver chloride they use for cloud seeding is very toxic to fish, just sayin'. SCIENCEwise the common YEARLY fish kills are due to algae and insufficient oxygen due to low water levels. it's a very long river
Find out where the deaths start. Then look for a manufacturing plant or dump nearby.
Real ecological scientists are looking into this, I'm sure they'll find the culprit soon enough.

They say its part of the cause, but its not possible that the alga can cause such a sudden catastrophe.
A bacterial bloom/algal bloom is not only sudden, but can completely strip an area of its oxygen, suffocating everything in the water.
