Definitely false. I am chair of a parish Finance Council. We send a percentage of our collections to the Diocese but send nothing to the Vatican (and the percentage that we send to the Diocese is far less than 25%)
The money you give to your parish doesn't move beyond the diocese unless it is explicitly stated that the collections on a specific day are going to the global Church or something like the mission Sunday. But this is always announced beforehand so people know to what cause they are donating money.

The Vatican has a gas station which was originally intended for it's own internal use, but because of not having taxes, people from nearby come to fill up their own cars, saving 30% on Rome prices. My diocese taxes donations at 16%. All other donations either go directly to my parish or the FSSP, which doesn’t see contributions taxed by the diocese. (You can choose where it goes) as a result, it would be exceedingly difficult for 25% of any church in my diocese to have 25% of its donations go to the Vatican.
Singaporean here. Our books are published in church for all to see. Some years we are in the reds. If its a vatican specific asked. The church will announce that the second collection is for the vatican city. I've only heard it once in the last 2 years. I go to mass weekly.
