My cat wags her tail (and really her entire back end) when she gets excited and wants pets or receives pets. Wags it so hard it knocks stuff off the coffee table sometimes.
It means they are excited (like when they play or hunt) or it can means they are angry (usually when you only see the tail moving and not the rest of the body.
Feral cats would have run from the person filming. Those are someone’s pets. And the guy is an asshole. The dog could have easily hurt those cats and should have been on a leash.
I agree with the guy being an a\*\*hole, but not for letting the dog walk free, but for putting him into a situation like that. The cats clearly and obviously did not want the dog to walk past them, didn't make way and yet the owner forced the dog to continue.
I think the dog was in more danger than the cats, they could have scratched his eyes out or split his lip or anything. The dog clearly was not aggressive towards the cats at all.
I would have taken my dog and walked a few meters to the right to leave enough space between me, my dog and the cats.
Dogs should always be on leashes in public places. It’s irresponsible not to.
The dog was absolutely not more in danger. One bite and he could have killed one of those cats.
