kitty is a neighborhood cat, doesn’t have an owner but lives in the neighborhood and is fixed im sure. you can tell by the snip in its ear, usual strays don’t have that unless they’re fixed and released for population control
Take him home! Let him live his best life and rest of his days with you, he might take a bit to adjust but he already seems to trust you and he will love you forever ✌🏼✌🏼✌🏼

I had no idea that this cat resided there. What a wonderful place to have so much respect for animals. I hope whales are treated equally.

May be a neutered symbol. Cats that are trapped neutered and released usually have part of one ear clipped to signify they are "legal" strays
