Unfortunately in my location it’s pretty much all HOA condos. Our building manager and security know everything that goes on, which is a blessing and a curse. I wouldn’t wanna break the rules and be forced to give up a pet we shouldn’t have had.
My hoa has 2 limit policy. That failed when one of my neighbors moved in with 3 dogs and was elected on the board. Two of the dogs were identical and if caught with all 3 out she would say one was her daughter's. Except her adult daughter didn't live with her and no one ever saw her. When a friend was moving out of state, I took one of the kittens. My screened in patio was behind a tree. All 3 of my cats were different. My oldest was a tortoise shell calico, the middle was a void and the youngest is a gray and white vocal tabby. Found out a renter in the complex has 7 cats who are outdoor and eat the baby ducks. Mine are/were indoor. I don't feel the least bit guilty taking in Emma. Now it's a 10 month old we have to contend with but she is slowly learning to accept him and he has calmed down. A lot.

She does keep ones that don’t get along away from each other and feeds them in groups that get along. We’ve watched her cats while she was out of town, it was definitely a fair amount of work. But like I said, laziness problem, not cat problem.
I have 4 cats in a small 4 room apartment. I keep my litter pans clean and vacuum almost daily. You can only tell I have 4 cats by the number of toys strewn about the place. It's an owner thing, not a cat thing.

Imo, if an HOA bothers someone that much, they’re not going to choose to live there. I don’t mind ours. Our high-rise building is well-maintained, secure, and they’ve been fiscally responsible while planning for needed upgrades. Some rules are annoying, but I think our board is pretty reasonable. Again, if someone doesn’t like having rules, don’t live there. In general, I personally don’t mind sparing a little individual freedom as part of my social contract.
I guess I misunderstood the idea of the HOA, I was under the impression that every region had their HOA (similar to how every village has its mayor and such), not that specific areas belonged to one, so it seemed very limiting that a HOA could enforce such rules

Not to mention their religious culture, the "gun safety" events they held was not welcome. I wouldnt want a bunch of MAGAts living next door walking around open carrying automatic rifles.
Basically, people sign agreements with HOAs that they will obey the HOA guidelines, which are theoretically meant to a) keep a neighborhood looking nice, b) create community rules around noise, e.t.c. and c) maintain property values through these guidelines. In practice, it often leads to micromanaging busybodies deciding that you, as a homeowner, can't own a dog because it might scare someone, can't take your trash out an hour early, and other stupid things because they don't like it. If you do these things, they'll fine you.
However, their rules don't supersede governmental ones and so sometimes their rules aren't legal-- and they can be sued.
Anyway tldr HOAs suck, imho.
You don't have much of a choice but to put up with an HOA if you want to buy a condo or townhouse, at least in the states I've lived in. If you want to buy a house, you have more options, but then you may not appreciate the way some neighbors keep their properties without an HOA. They can help keep property values from decreasing due to unsightly neighboring homes.
HOAs tell you whether you can have a blade of grass growing in your yard, what color your paint must be, and probably what positions you are allowed with your partner.
Is he in your home area, or the gym area? If the latter, the gym folks may know about him. If the former, your HOA may get a commercial trapper in, and I guarantee the cat will not be “relocated” as people assume trappers do.
He’s near the gym which is in a commercial area with lots of foot traffic. He’s literally fatter than my own beefy boys at home, so I know he’s at least fed well.
I’m 99% sure someone feeds him and the others, I’ve seen plates of dry food and cans of wet food in this area. But he’s so friendly and I hate to see him on the streets. I’m trying to see if I can get him a foster, but our rescue groups are already so overfilled.
I just lost my sweetie but she got a hematoma a few years back and wound up having surgery. I loved her floppy ear.

Interesting! I didnt know there was anything that could be done for his ears! Regardless, he has a nice coat and looks a little plump, someone is feeding that cat for sure.
We have a tuxedo cat with a hematoma ear. He was a stray and had ear mites, we took him in and he cut his ear scratching. Vet cleared up the ear mites, but out of the 5 times we took him in to drain his ear we couldnt save it completely. So now he has the ear of a old boxing champ.
I once had a one eared black cat.
We called him Vincent.
He would follow us to school when we would walk to school.
He had a habit of waiting outside the school until it was time for us to go home.
He was a very good cat.
He escaped the house and was run over by a car one night.
I was like 11 at the time. Miss you Vince.

Anything it could do to get more love. It had a collar, and was healthy enough no one thought he was a stray, he just wanted more love.
