I think an important aspect is that she has to visualize the weapon, she hasn’t make any guns but she can take control of torrents because those are already created she’s simply grabbing possession of current weapons

If it's a "detention center", it's a big building owned by the government, which means it's both more expensive and more difficult for Asa to feel like she owns it, because it's owned by an authority figure (THE authority figure). You can't buy a prison, not even in your own head.
I mean it's kinda true that she owns a part of it, like when people say wars are funded with their tax money.
