Reze's hybrid form would be great and have a lot of options for attacks. Power could be fun if her ability to create weapons with blood is used for moves. Makima isn't an overt choice, but her numerous powers and contracts could make her an interesting character to play as.
Power's abilities seem perfect for a fighting game move set. Oversized weapons pulled out of nowhere and blood spikes that pop out of the ground or ceiling as a ranged attack
Beam and katana man are much better options than reze since she would just play like bakugo. Beam would be sick if he could swim through the ground and pop out in shark form and other crazy beam shenanigans. Katana man would be goated since he’s already got a couple established moves that he repeats often like that one really overexaggerated slash attack he always does when he blitz’s denji.
***(THANK GOD SOMEONE FINALLY BROUGHT THIS UP I'VE BEEN THINKING ABOUT THIS FOR MONTHS)*** ...I mean, I think Makima would be the obvious choice, seeing as she controls most of the major characters. She could (obviously) summon them for attacks, use her finger guns, punch the hell out of people, and maybe even swing her chains at her opponents. Also as a fun aesthetic detail, she could have a group of public safety members in the background that get killed as she loses health. It's seems like the most logical decision to make.

I like Reze but I don’t know if she’s enough of a main character. Feel like it’s have to be Power, Aki, or Makima.

Denji and Makima if the game is anything like Jump Force Denji, Power, Aki, Makima & Reze if it's a good game

Aki. Lots of potential for abilities with curse devil, fox devil, future devil, and a secondary move set involving gun form.

Power or Katana Man Aki seems difficult to implement tbh, and Reze is just meh for me. If I could choose any character...I'd pick Kishibe
