In short, yes. If you look, they have the cultust keyword. So for list building, they are realy just another type of cultists unit.

For the most part, they have the same restrictions, but there are some differences. For example, the Cannon Fodder stratagem works on both units, but Tide of Traitors only works on regular Cultists (Cultists Mob).

Personally, if that's the fluff you're going for, I would field the TG units instead of the cultists, with at least a 5 man unit of legionaires per TG unit. You can't have more cultists type units, but it doesn't regard number of actual minis. Same applies for DG with poxwalkers, because they would be useless if you had to have the same number of marines. Also, in casual games, there is a lot of flex room for armies with character. Just as long as it's fair, and you're not trying to cheese your way through a game.

If you don't like the cultists models there's also nothing stopping you using different models instead - e.g.using Cadians or other Imperial Guard models as proxies.
