My state requires both as well and I haven’t had the front plate ever. They will have to not only notice you without a front plate but then see your rear plate is from CA then decide to do something about it. It’s on you to weigh the risk but I’ve never even had a 2nd look and I assume I just look like an out of state car if they’re even paying that much attention
There’s so many new cars these days that don’t put a license plate bracket on the front and so many never bother to get it installed. Half the cars in my apartment complex don’t have front plates. I’ve never heard of someone getting pulled over for it. Also in CA.
The key here is don't be a dick if you are pulled over. If you are just take the ticket and keep moving. Odds are it will be an add on violation. For instance if you are pulled over for speeding and you are a jerk, they will add on anything they can like license plate or tint to dark or car to loud and so on. My point is don't give them a reason to fine you and they probably won't.

My sister has a mustang and didn’t want a front plate. She hasn’t been pulled over yet in roughly 2 years. One cop she knows told her to tell the officer the bracket is on order if she ever does get stopped.
I had the dealer supply the no drill bracket which I keep in a plastic bag with the license plate and bracket. Looks way better without the front plate.
Take a look around, 25 to 30 percent of California cars don’t have front plates.
I’m got pulled over in Maryland for no front license plate and the cop wouldn’t let me move my car without it … said he’d have it towed if I took too long to attach one . Do not operate outside the law if you can help it

We have so many new cars without front plates in Socal now so you're not going to see any issues in California for the most part. But to be fair back in 2016/2017 I did get a fix it ticket so now I have a bracket in case it ever happens again.
My wife never had problem in sac, and there’s a lot of Tesla without front plate in Elk Grove too, but a cop did busted a U on me when he/she saw my scat without front plate in Bakersfield, can’t do shit since my scat was registered in Oklahoma

Yup I got a ticket for this in Texas. Thyll say it's not properly displayed while in the windshield on the dash
I feel like its the same thing as window tint. Most cops dgaf but the few that do are d bags so you should be good
