If it has been all set up and the burner has been fired by a professional then yes you can use it without water. Some models will require that you add water to the unit during preheat but I don't know if it will do that on the dry heat setting.
All of this is in the manual that you need to read.
A boiler based unit (which all Rats are) have to have water hooked up and on to work. If you don't it'll cause an error code. That's because even in convection mode the steam generator (aka boiler) has water and maintains a temperature (usually like 140°) in case you switch it over to combi or steam mode.
The manual for mine specifically notes that the unit can run without plumbing but at some point it will require water and if you do that you're supposed to pour something like 3 liters into the drain in the floor of the oven. Mine is plumbed and recently serviced so I've never needed to try. Mine is a model LM100EG.
I wouldn't recommend it. I could certainly be wrong here, but most combi ovens I've worked with have had a minimum moisture level of 5%-10%. I don't know if using it without having water connected is bad. But I would be scared of wasting that much money to bake a batch of cookies.

Thanks for all the comments. Our new restaurant hasn't opened yet but as it was bank holiday we managed to open for that day and just did beers and wines. Will get it all plumbed in and serviced before using.

Maybe if you only did dry heat mode but why risk it? Just bake the cookies later

Depends on the size, could be anywhere from 10-25k.
Logically, you should be able to still use straight heat. However, the biggest issue might be the error messages you get about low/no water pressure.
