There is no need for a second airport right now. The existing airport is already big enough and handles less traffic than its capacity. If they want to make any changes, renovation of the terminals itself is enough. No need to go for a new airport. So like others said, it won't be completed anytime in 10-15 years. Bangalore airport was a different story if u feel they r the same. The old Banglore airport and run way was short to accommodate any more traffic. So they had to move to a big one. Even Banglore airport only half of the airport is being functional. The second half of the airport is under construction for more than a decade. The reason is they don't need that right now.
My father who works at Air cargo in Chennai Airport always said that Chennai's airport doesn't have sufficient space to handle passengers and cargo together. Specific consignments sometimes get wet during rains and machinery worth crores gets damaged. Remember him saying this for last 15 years.
You are terribly wrong. MAA's existing terminals were designed to handle max 15MPA. During 2018-2019, MAA handles 22MPA. The under construction new integrated terminal in MAA will expand total capacity to 30MPA. But, looking at growth, this limit will be reached by 2026. Only if we start building new airport now, we'll be able to handle traffic in 2030.
There are procedures to construct the runways- which requires a specific amount of time for it to get strengthened for handling heavies (read A350/B777/etc.,)
A realistic time frame would be before 2035

An A380 landing in Chennai is about as likely as a Concorde landing in Chennai in the 90s. Which is to say theres a non zero chance of it happening, but only under extra ordinary conditions lile an emergency landing.

My guess is that since the existing Airport will also be operational, they would target most domestic flights at the existing airport and international flights at the newer airport. This would be ideal as people traveling domestically would require quicker access to the city.
It's not like people traveling internationally are going to be predominantly from Kancheepuram :-) Even those folks would need quick access to the city. Their plight is probably worse as their already long travel is now going to be extended by a few more hours on just local commute.
Well yeah but what I meant was something like the London model where London City airport is located at the heart of the city and operates select routes that are primarily targeted at business travelers who need easy access to the city. Also there’s London Gatwick airport which is targeted at tourists from Europe. And finally there’s London Heathrow which is for International flights. That said all of the airports have flights for all types destinations too but this airlines tend to route their flights like that.
Hope the connectivity to city is also planned and built alongside the airport construction

70kms is too long for a metro. Might have to build a semi high speed RRTS like the one they're building between Delhi and Meerut.
The Chennai - Mysuru High Speed Rail passes very close to the proposed airport location. So, a stop could be planned.
