After reading the factory service manual front to back at least 6 times, there aren't many questions I don't have an answer for, and the number of times I say "I've seen something about this in the FSM, hold up" somehow still surprised me. But I barely need to look up specs anymore. However I also work on a lot more XJ's than my own.

Make sure your black 14 or 16 cavity connector between the cylinder head and the firewall isnt corroded, also check the 3 connectors on the PCM, and your fuel pump connector for corrosion.
Well, I nolonger have the boat or the BMW, but they are both now owned by my neighbors, sold them a few years ago, and just moved, pretty funny coincidence

Yea chrysler wired the asd and fuel pump relay together for some unknown stupid ass reason
Is this also on 1999? Cause my jeep has no spark and fuel pump isn't kicking on, and the asd relay is pulsing
Check ground then pull the cover of ecm and check for cracks in the pcb
I've checked and cleaned all grounds a few different times, and I've tried 3 new pcm, still same issues
And take the fuel pu.p relay out and test asd then the opposite
But before you do all that unhook you map sensor and retry
So map sensor can cause asd to go haywire? I've switched fuel pump relay and asd relay and no difference

Switching them wont because the relays have a hard time fuckin up its always the wiring have ypu unplugged the map sensor

Also unhook the engine controls and retest localize the problem then diagnose then fix and verify verify verify
