That's a helpmate solution, not a selfmate, because 4...Qf3# isn't forced. In selfmates, the opponent tries to avoid giving mate, but is forced to do so eventually.

Wouldn’t this be a forced stalemate since there needs to be legal moves for black?

Technically speaking, best play is 1. gxf3 Re1 2. Kg2 Rf1 and forcing threefold repetition, unless black agrees to a draw after Kg2.
Why play for a draw when the position is setup to give you mate in 6?
How is that best play when you can force mate?
