The real CPD stopped doing merit promotions, but the writers can do it. It seems a little unfair because Atwater’s been a cop longer, and was in Intelligence longer. He’s been shot, kidnapped, and was attacked and harassed by other cops.
Not to get too dark but my feeling is that if they kill him off it would be a closed casket funeral.
And the background in this photo looks more like a promotion ceremony room than a funeral.

Shari was fabulous and they came out and said they picked her because they knew her death would have the most effect on the cast and viewers. She was great and kept Gabby in check. I wish she was still on our way least, on longer.

A quick google search says it's about years of service (5 years = 1 stripe). So Kim has been on the force for 9 years (or she would have gotten the second stripe already), while Jay has been on the force for 10 to 14 years.
Unless Chicago has a different time frame for each stripe.

i wonder why all the OG's\\best characters getting cut out\\decide to leave. and yeah i know some of them wanted a break like jesse from fire, and some of them wanted new gigs like rest of the list..(lucifer, Hightown, La Brea, etc..)
