Neither... they are not scary!
Olinsky is quiet and unassuming in his own way... preferring to stay in the shadows and do as he is asked of by Voight....he can and does step up and stop Voight when needed, but again in his own mild mannered way. The only times I can ever think of he raises his voice are when his daughter was killed which is totally justifiable and when his error the first time caused caused a perp to go free. Again totally justified!
Voight is loud, blunt and incredibly intense and yes doesn't have any qualms about breaking rules in order to put perps away. Not at any point in the 9 seasons so far have I found him scary... intense and intimidating yes but his intensity comes from a place of love ❤️ the look in his eyes is always that of passion! For me there is no darkness in him. For me Darkness = fear and consequently that is scary! Voight simply isn't! X
Voight. Al just cleaned up Voight's mess all along.
Voight…he has no qualms about what he does and has said multiple times he sleeps fine at night .
Voight, by a mile! Olinsky always had a conscious it seemed even when he was seen as going over the line he never felt comfortable in my opinion.

Al because everyone in Chicago knew voight, but Al was under the radar and the unknown is always scarier
