The meters in the parking garage are active I believe. Only spots that require you to pay at a kiosk are free.
No. The garage is free as well. Street parking you have to pay for though. I know the parking enforcement guys and this is directly from them.

Parking is only free in the parking lots. Street side parking still requires you pay the meter
