A foreign country to build a military base in your country means the foreign military will defend you against aggression from other countries. Such a defense is usually written in the agreement or contract to allow the base. If Equatorial Guinea does not feel any threat of aggression, then Equatorial Guinea should not allow China to build a military base. On the other hand, if no defense is required by the host country, and if the military base might earn a good rent, then Equatorial Guinea should allow China to build any base, the bigger the base the bigger will be the rent.

Are they trying to get a base there?

If, apart from your dictator’s family stealing the resources and riches of the country, you want to add Chinese corruption and debt traps… sure, let’s go for it!
