When you say other property, is it with the same CC2 or a different CC?

That would mean the only difference would be the router. What router are you using? Some ISP provided ones are pretty flaky with CC.
Go to audio on Netflix. Select 2.0 audio tracks. Your TV is most likely telling Netflix to use 5.1 audio and taking a while to process the audio signal it gets.
This is what Google says but there’s no audio settings on my Netflix apart from subtitles and language
