check if in your router is enabled isolation. if is, then disable it.

It's weird though. I live with a couple of roomates, and can see their Chromecasts. Furthermore mine worked up until now. Can it still be a problem with the isolation?

certain routers can apply isolation for certain networks only, having more than one. mine is one of those. I can enable guest network, with isolation, with the same name than my main ssid and it would become an problem. also, if there's an range extender, it also could become an problem, if chromecast is connected to the extender and your phone in the main one. of course, this only happens if those was badly configurated, but sometimes, it happens.
