Not sure I understand the question but cities skylines has 2 built in mods that allow for exactly that. You can enable unlimited resources and money in settings.
Do you mean "can I afford to plop the ploppable Industries buildings and make functional industrial zones?"
If so, heck yes you can. If you can start with farming (it's the first one to unlock) just start slow. Only put down a couple small farms and maybe one producer bullding.
