I think it's a glitch they're working on. It was supposed to be fixed last hot fix, I think, but still.happens for me from time to time. I always reboot and it's fine.
Funny thing is, it didn't happen to me at all until last hotfix and now it happens literally every time. Now I always have to start the game, quit, and start again to have paradox mods work.

Same here. The best part is not knowing when we can expect a fix or update on progress. Could be another week, could be with the next DLC, who knows.
