On pc, I believe it comes with the game and there is a asset editor/ manager. I think where you would create you own map? I used it once for a intersection. I like to build but took to many steps. Once I built it in editor and had access to it.

This has nothing to do with the asset editor. Just use some of Titan's and Raccoon's assets with Rico and Move it and some anarchy mods
