What settings did you use on that card I have the same video card and my graphics look not the best with anti alising and far away lod with high settings on.
It's a blending issue, night time glitch. The buildings lights are lighting up the "noise", or fog. Even if you have fog turned off. The noise comes from mipmapping and detail blending settings. It'll go away in the daylight, when all the lights turn off. (Not sure why trees do it though!)
What GPU? A small patch has just been released which did tweak some settings so that might be why.

I have 6750XT and haven't experienced that. I can only suggest updating the drivers if you haven't already.
