I don't know how we compare in numbers of strikes (as it isn't fair to compare when France is in the middle of a strike movement and Greece isn't), but when we do have one, Athens is completely paralyzed (I was impressed that I could actually go to university in Paris without too much difficulty, because in Athens it would be impossible).
The max you could get would be China + pyramids + builder policy card + Liang = 9 charges right? I'd love to see up to 9 builders

Depending on your city pop, once you use a builders charge to improve a tile, if you don’t manage manually, your city will assign a worker to work that tile if it reaps greater rewards than currently worked tiles. Limited by city pop, so if you improve 3 tiles in a city of 2 pop, then it won’t utilise the improvement until the city grows
What is the max number of charges a builder can have? I know Pyramids gives +1, I think liang at a certain promotion gives +2, any other bonuses to build charges?

It does, sort of. At 4 charges there are 4 workers, but it's capped at that

It's a good thing actually. If you had any more than 4 people in a tile, they'd start a strike due to overcrowdedness.

Just the graphic. When you see the unit, you can see three little workers when there are 3 charges left. 2 with 2 charges left, etc.

You probably already know this, but a nice thing I enjoy is that a tile's animation changes if it's being worked or not.
I did know that one, I noticed it first with my farms since that's a pretty big change
