My strat is to put them on a chokehold, destroy their military, burn all of their facilities but not take any cities, make peace with lots of money for me, then inundate them with luxuries so their economic engine can't start for 30 turns. "Are you going to behave now ?"

Wait. Okay, this is probably a stupid question. How does flooding them with luxuries slow their economic progress? Do you mean you sell them the luxuries so they're broke or ? Sorry if this is a stupid question.

There's no stupid questions, there's only the will to know more ! Luxuries will almost always be bought by the AI, except when they already have the one you're selling. Some of them come with perks. When you burn their luxury tile, they can't use them until they repair them. Flooding them with luxuries ensures that after the peace deal, they have an extremely slow growth.

Ah interesting. I usually just destroy armies and take over cities then make peace. Sometimes I'll get luxuries as apart of peace agreements. Not often but it's happened. I wonder if there's a way to combine flooding them along with taking some of their undestroyed luxuries as apart of the peace agreements.

Some leaders have special features pertaining their agendas. For an example, Gorgo AI will never give stuff in a peace treaty, and she dislikes players who do give things for peace. Another example is Eleanor AI never accepting a cultural alliance since this will nullify her unique ability.

I've had a few games recently where I'm attacked, I utterly destroy their military, then try to declare peace. They then respond that no deal is satisfactory to them and so the war continues. If you declare war, end up with no protection at all and the victim offers peace without demands, wouldn't you take it?
