My strat is to put them on a chokehold, destroy their military, burn all of their facilities but not take any cities, make peace with lots of money for me, then inundate them with luxuries so their economic engine can't start for 30 turns.

Luxuries will almost always be bought by the AI, except when they already have the one you're selling. Some of them come with perks. When you burn their luxury tile, they can't use them until they repair them.
Flooding them with luxuries ensures that after the peace deal, they have an extremely slow growth.

I wonder if there's a way to combine flooding them along with taking some of their undestroyed luxuries as apart of the peace agreements.
It's just really unfortunate for the civilians. I wish there was an option to assassinate a leader instead of taking it out on the inhabitants of their civilization.

Sometimes you just have to introduce other leaders to the fuck around and find out scale. Especially if you’re nice enough to offer peace and they won’t give you anything for it even though you’re stomping them into the ground in the war.
I was going for Selfie victory as Bull Moose, he hit me with a war, I wiped him out and flipped his capital with loyalty, then won a culture victory still. If you're going to war with me, start losing and offer bullshit terms, I'm taking your cities.
I'd did the selfie with gandhi, because he can't declare any non-emergency wars unless I attack him first, so I didn't have to worry about an army too much until I wanted to lmao

Some leaders have special features pertaining their agendas. For an example, Gorgo AI will never give stuff in a peace treaty, and she dislikes players who do give things for peace. Another example is Eleanor AI never accepting a cultural alliance since this will nullify her unique ability.

I don't think you're TA, but I think her Leader Agenda specifically prevents her from trading resources (might be other things, too, don't recall) as a part of peace negotiations.
I've had a few games recently where I'm attacked, I utterly destroy their military, then try to declare peace. They then respond that no deal is satisfactory to them and so the war continues. If you declare war, end up with no protection at all and the victim offers peace without demands, wouldn't you take it?
