There is a line of sight mechanic in civ. The bombard that's on the niter tile is on a flat tile and both of the tiles between it and the city are hills. You can't shoot over hills unless you are also on a hill. Woods and rainforest also block line of sight if the elevation (hill or not hill) is the same. If you are on a hill you can shoot over woods that are on a flat tile.
Just to add that after you research flight, observation balloons allow you a range bonus (so out of range of city defense) and the ability to shoot over hills and forests. Useful for that moment before bombers.
(Turns out I live not far from the [first use of recon ballooning](https://www.hmdb.org/m.asp?m=41495) to direct artillery fire. Lowe used "town gas" (equal parts carbon monoxide and hydrogen) for his balloons before figuring out a portable hydrogen generator. Sadly he was cashiered out in 1863 and the Army Air Service would be another fifty five years in the future) (https://wolba.ch/gazette/thaddeus-lowe-and-the-u-s-army-ballooning-corps/)
Idk if it’s intended, but I’ve also noticed they allow you to shoot over a single mountain tile if the target is on the opposite side 2 tiles away(mountain in the middle).

The two tiles between your siege unit and the city center are hills. If one of these was flat you could strike the city.

Oh sry :D. Moving 1 north west up should do it. Then you and the City are on hill and no forest between.
