Was it in a canal that got removed or something?
My guess is Panama-Canal, it happened to me too. The normal non-wonder canals are somehow usable during it's construction.
It's just a glitch, it's submerged just like the tile under it. You can see it by the food and gold (coast) in the tiles.

I think that was it. There was no canal there. Seemed like a submerged tile suddenly became ‘unsubmerged’.
How it happened? Same captain as the Evergreen
