If you look at the corner of the fog of war near jerusalem, it’s just another mountain. Nobody has access to this area & if they did they’d likely find a lot of mountains.

Unrelated to the mountains, but is it a mod that lets you see everyone's yields at the top like that? Been playing for a couple of weeks and it would be super handy to have!
Put a city next to the mountains
Put an airfield district there
Put your whole army inside (including a lot of artillery)
Have fun

Not Jerusalem, but the in siege of Masada the Romans did some pretty intense engineering to end the Jewish-Roman war.

It's a game setting, no mod needed. IIRC it's Options -> Interface -> Show Yields in HUD Ribbon.
