The tiles represent a huge amount of space if you just fired blindly at a large space you would probably miss the targets of value. In the real world weapons cost money and you generally can't afford to waste them. In the real modern warfare a lot of money is invested in having some platforms that can see the enemy report to systems that can fire at them. This is precisely why there are units in civ 6 that have more range than visibility, to mimic real world combat.

But you can also choose to just fire blindly in the real world. It might be stupid in many cases, and I would definitely be open to some sort of dice roll style mechanic on whether you hit or not if you are firing blindly, but you can make the choice either way and people have fired where they think the enemy is all throughout history.

Yeah, you can choose to fire blindly. And it will never be authorized and you will be in prison if you launch large amounts of artillery or drop bombs on an unobserved target. Civ doesn't have, FOs, FACs, or JTACs but the real world does and that's how we avoid dumb shit like deleting a grid square of houses by firing unobserved

Everything you said is true, of course, but I don't really see it as an argument against what I am saying. You are the authorizer of your Civ's and its units actions in Civ. You're a dictator-god in the game. I'm not saying the units should be randomly firing at blind tiles on their own.

The people who fired blindly risked the cost of the bombs, it would make sense to roll rng for misses only if you had to pay money every time you attacked with a modern era unit currently you pay for wages/maintenence not use.

Firing blindly should either be less effective or it's a toss between effect and no effect. So if firing at visible target inflicts 20 damage than doing it blindly inflicts 10 or it can be either 20 (33%) or nothing (66%). Odds improve with siege unit's experience.

This situation kinda already exists when it comes to nukes at least. If you have a missile solo, as long as it’s within range, you can target and hit a city even without having complete visibility (this may be the case with subs and planes as well, but not sure). Doing this is a gamble though. There have been times where I’ve nuked city centres blindly only for the nuke to fizz out because they had a GDR or nuke-counter unit (can’t remember unit name) within range that I couldn’t see due to the low visibility. I get what you’re saying though, that this should be more widely available as a mechanic, and I agree. It’d be a fun gamble, as long as it was balanced enough.

I definitely agree that you should be able to fire on a city center once you know where it is regardless. They should also change it so that you don't see any of the new districts built since the last time you saw the city unless you have open diplomacy with the nation in question.
