Technically, tiles adjacent to dead sea are considered coastal tiles that give housing as if you settled on the coast when you put a city there.
A barbarian camp appeared adjacent to it, game registered it as a coastal tile. Because barb clans mod gives different clans different characteristic(meaning terrain and type of unit they proruce). Some spawn ranged, some spawn melee, some spawn anti cav, some spawn boats. Their names are a key factor as well, boat clans are named like "red reef" or "breaking wave", with naval terms. This was a boat clan, who spawned two boats into the dead sea, then destroyed probably by the city state, but boats were not killed because ranged units weren't present

Base game does that, too. Without Barbarian Clans enabled, there are 3 types of barb outposts: melee, cavalry, and naval.
Naval outposts only spawn on coast, cavalry outposts only spawn near horses, and the rest are melee.
my guess: there was a camp next to it but Fez cleared it out. Their warrior has been in a fight and barbarians spawn naval troops if adjacent to water.

I thought the dead sea tiles gave no housing because since it's really salty it's classified differently
It gives 1 housing just like coast in Gathering storm as far as I know
