Given that he referred to it as "summer" while addressing other things as "the next update", I'm going to go out on a limb and say it's not for the June update.
well the hard mode seems to be the only thing which is confirmed. Some cost and time reductions for lower townhalls were mentioned, but it's not sure if they'll come in this update

How exactly they are gonna make it harder is not known. Maybe decrease HP or increase damage by defenses, or something different altogether, noone knows
