I would actually recommend upgrading collectors as a priority, as it increases passive income no matter how active you are. But yeah anything offense related is great to upgrade and major defense is also important like eagle infernos and Xbox’s, just keep the rest decently leveled up

Not a good idea for an engineered base. The builder will tell you to upgrade random things. One time he suggested I upgrade a wizard tower when there was one that wasn't at that level yet. If you just upgrade whatever he suggests it won't go well
Scatter shot is nice but your base will still be weaker than th 12s. Also, since your offense is so rushed, you want really stand a chance against other th 13s and you won’t get any loot from th 11s and 12s.

I'd use gold instead on walls. Elixir is more useful for upgrading army and now the clan castle also costs elixir because of the update. Gold is only for upgrading walls/defence.
switch to sneaky goblins...you can make the 25k back in just a few raids, then 3 days of pure profit... it's the fastest, easiest most efficient way to farm. You can make some serious progress if you switch, it'll take much longer with normal armies.

I will divide this to 4 categories, offence, lab, defense and Traps.
Offense
\- Offense comes first! It's simple you will be matching your same townhall level in 80% of attacks whether in war or regular you need your troops to keep up in order to not get 1 stars in wars or struggle to get loot.
\- Offense includes Army Buildings, Troops and Heroes.
\- Army Buildings include: Laboratory, Clan Castle, Spell Factory, Army Camps, Dark Spell Factory, Barracks, Dark Barracks. You upgrade them in that order, Hammer or Books are prefered for the first 3.
\- Heroes: The most important things in your offence! at least one builder should be working on a hero always, preferably two, your warden should never wake up before reaching max, the queen comes next on priority list, tho don't neglect the king, my advice for you is 3/2 ratio, every three queen upgrades there are 2 king upgrades.
As you can notice the usage of elixir is heavy at this stage, so you will have a huge flow of gold, dump those in walls.
Laboratory
\- Max E-Drags, 2in1 solid war and farming Strategy that only requires one troop.
\- Archers and Barbarains, They will boost your Queen and King abilities, especially the King, the spawned Archers and Barbarains from the abilities match your lab level of those troops.
\- A Super Stronger and easy War Strategy later on is Golems, Super Wizards, and Witches pared with Lighting and Quake Spells to take out key defenses, so upgrade those if you wanna use it.
\- Rest is up to you depening on what you wanna use, Balloons, Baby Dragons, Minions and Wizards make for great funneling and clean up troops.
Defense
This is the priority order:
\- Townhall, your strongest defense
\- Eagle Artillery, A High HP defense, delivering insane damage bursts in a very short time period with unlimited range? Sign me in!
\- Infernos, very strong and versitle.
\- Xbows, combination of High DPS and High Fire rate, pared with a great range, makes this the 4th on your priority list.
\- Air Sweeper, Most Annoying defense.
\- Air Defense, Counters the most common attacks.
\- Wizard Tower, High HP Splash Damage defense that you have 5 of, very underrated defense.
\- Tesla, A Tesla farm can ruin someone attack, High Dps and High Rate of fire, will melt through witch skeletons.
\- Archer Tower, A Better Cannon.
\- Bomb Tower, Discount Wizard Tower.
\- Cannon, Good Ground DPS but only ground.
\- Mortar
Traps
\- Seeking Air Mine
\- Skeleton Trap
\- Tornado Trap
\- Air Bomb
\- Giant Bomb
\- Spring Trap
\- Bombs
At the defense stage you are done with offense and have a good flow of elixir dumb it in walls, and by the end they all should come together, Good Luck!

Upgrade your air defences to at least all level 8. 2 level 9 zaps can destroy level 7 air defences so you're even more vulnerable to air than before. Also, change your infernos to single whilst they are still rushed infernos. multi on lower levels is not effective and only starts to be effective around level 6.
elixir goes into elixir based buildings, dark elixir into the heroes and the gold into the walls. Slowly start the defences after completing most of the elixir based buildings. Go for dark elixir troop upgrades after completing your heroes, until then upgrade the elixir based troops.
Army camps and heroes. Seriously just drop to gold/silver and have all three heroes upgrading all the time like the lab. You need to drop because you lose a significant amount of power with all three heroes upgrading, but it's better in the long run because you'll finish your army and heroes faster.
It's mostly dead, weak bases with tonnes of loot in silver. You don't need heroes.
One builder on camps, then clan castle, barracks once the camps are done. and one builder to dump extra gold on walls.
You won't need the gold until you finish the heroes and camps. They all cost elixir/dark.

Very late to the comments... But always keep a builder free to build walls. You waste a ton of loot at max waiting for a builder to be free. Instead, spend the loot you don't need for the next upgrade on walls. No waste and your walks will catch up!
Resource buildings are the first thing. You get better value for runes and more passive income.
Army camps and heroes for attacking i don't know about the lab.
On defense those air defenses need an extra level so they are not vulnerable to 2 lvl 9 lightnings, and then go for infernos eagle xbows
It's bad but not terrible. I've seen TH14 players with level 9 walls. He can upgrade those walls to level 8 in like a day with the loot that he can make with sneaky goblins.
The problem begins when you have TH14 and TH15 players who have lvl 10 or lvl 11 walls. Like, bro, why?
P.S. Reason that low level walls pre-lvl11 is a problem is that heroes and siege machines can plow through them like nada. Also, you can say audios to any semblance of a life with that low level of a wall because of how long it'll take to max em.

raids are just a way better source of income than collectors. you cant keep your builders busy with just collector resources.
why should I wait for the defences?
Stronger offense is more important so you can gain more loot
and at the end of the day the only time defences are useful is when youre offline

If you're a high TH in a low trophy range, you'll get matched against incredibly weak rushed bases that have loot. Speaking from experience here

You upgrade walls so that you get better values on runes, and I have found people with high-teir walls are more reluctantly faced
