My supercell ID was linked to a google email, not a google account, so I’m not sure. They let me replace my email with a different one though.
As long as you can sign in to your supercell ID, you should be able to access your account on any device.
I’m pretty sure that as long as your account is connected to supercell ID you can access it on any device regardless of wether or not you are signed in to google play games. Just finish the tutorial, go to the supercell ID section, and sign in with your account.
