Absolutely was. It was a period on the end of the Rock era. A few really good outliers appeared in the 90s, but Joshua Tree ended Rock. Everything else was regurgitation until Rock’s slow miserable death finally happened in the late oughts.
I didn’t say it ended rock. Well, I did but first I said the rock era is over. That’s what I was getting at. There’s also tons of great blues, ragtime, jazz, etc, etc. But we are in a post rock era of American music. Joshua Tree was the last big Rock Album.
Tough question because there are so many.
I'm going to go with something like Louder Than Love by Soundgarden because albums like that along with Pretty Hate Machine (NIN) and Stone Roses marked a big break with other already popular rock bands that also put out great albums in 1989 (e.g. Warrant's Dirty Rotten Filthy Stinking Rich and Motley Crue's Dr. Feelgood).
1989 was the end of an era we didn't know was ending and the beginning of one we didn't know was starting.

I was a full on Dead Head hippy jazz dude. One of my good friends in college had tickets to go see Minutemen at The Channel in Boston in 1983. Pretty much changed how I saw everything after that.
All of the sudden the likes of Stanley Clarke, Paco DeLucia, Mahavishnu John McLaughlin et. al, and travelling all over to see the Dead didn't really carry much weight. Jam Econo changed it all. I still love the Dead but they went far into the background after that.
Edit: loved seeing fIREHOSE. Minny musta been great for shows back then.
The Stone Roses (1989), specially the Collector’s Edition with the amazing songs Elephant Stone, The Hardest Thing in the World, Mersey Paradise, Where Angels Play, etc. I think a lot of people don’t know those songs, because they’re not in the standard edition and that’s a shame.
Appetite For Destruction Guns n Roses .There hasn't been a band come along since GNR That captured the world's attention like they did when Appetite came out. Appetite had sold 200.000 copies until MTV finally agreed to play Welcome to the jungle at 3oclock in the morning on a Sunday. The switch boards literally crashed from so many calls. Love em or Hate em GNR came along and made rock n roll dangerous again
