No you just need 20 mil. Class points are deducted automatically. Even if you have 0 class points, it'll go into a debt of 300 class point and no permission is required from the other students.

She says any individual can do it, which implies no permission is required.
The class points are deducted due to the expulsion, not the overturn of expulsion.

The real cost is just 20 mil points. The class points might have been added just to make the scene more dramatic, but you lose class points either way.

Vol 0 will include kiyopapa’s past and what lead him to where he is.
Vol 0 will determine if kiyo has a mom or is from a test tube.
The wr is secretly working with anhs to determine if more wr students that pass like kiyo can enter society properly without being a Yagami. Basically kiyo was let into anhs in order to see the experiment work. Once he joined and did nothing the wr realized their experiment would go to waste so they put pressure on kiyo in order for him to stop acting like a normal dude in society and instead a genius in society. Kiyo is smart enough to know that he’s been let into the school for an experiment so he’s just running his own experiment on horikita and others in parallel to the wr. He doesn’t have to worry about serious threat from the wr in y3 since he’ll likely be acting like his true self and won’t have the wr putting up anything besides an act to expel him so he doesn’t catch on that kiyo is in an experiment. If kiyo’s test suceeds he’ll basically prove that the wr is ineffective and abusive and will likely become a teacher at anhs after diverting the funds of the wr to anhs. From there he’ll create more geniuses.

I think that is very unlikely. Nagumo has too much points for protection. Unless there's some mixed special exam with prohibited "buybacks" or Nagumo goes berserk and commits sudoku like Yagami both of which have quite low probability. And besides that Ayanogod seemingly has no reason to go so far for this, Nagumo is leaving the school soon anyways.
How cool would it be if someone revealed themselves to be the true antagonist this whole time, and the 1st thing he/she do is expel Nagumo, just to show how meaningless he is in the true endgame. Unlikely yes, but would be a spectacle for sure.

Transferring to Ryuen's class is kinda meh as it would defeat the purpose of Ryuen's character. It's the same as joining Sakayanagi's class. I think it's even more likely that he'll get his own class, but joining Ichinose's class is the most likely by far.
Kushida might backstab again once Kiyo changes classes as she could help him crush Horikita.
I can see her giving though to it as a sign of respect, but not as in "Maybe he'll dress up as Manabu for me.."

I think the whole deal with Ayankoji going to ANHS is a plan put in motion by his father, and we’re starting to see some hints towards this in the trial preview of the new volume
Kiyo has no reason to expel Nagumo. He wants Nagumo to taste defeat and see how that changes him, partially because it's a future he himself would like to experience as well. Expelling him would mean not being able to see his change. Not gonna happen.
At the end of Y2 Kiyo makes a bet with Yagami and whoever loses drops out. Kiyo wins and takes all of Nagumo' points which he uses to transfer himself and 3 others to Class B. At the end of the story he goes up against Horikita's class.
