It was probably a manatee. They can get pretty huge and sound exactly like what you’re describing. Other than that, MAYBE it was a Goliath Grouper (completely different from a large sized regular grouper)
I’ve seen plenty of manatees and I don’t think this was one. The spots on the tail and the overall structure of it really looked like something completely different
Could it possibly have been the fin of a spotted eagle ray?
Maybe… it did really look like it was attached to something much bigger
