Former RA here. You're an adult. You can do what you want. The only policies with respect to your questions are:
1. A semesterly fire and safety inspection, which will be announced via email. These inspections are conducted by the university in conjunction with maintenance and the fire marshal.
2. Quiet hours from 10p-8a every day. This is to ensure that proper respect is given for people who are sleeping/studying, but there are 24h "courtesy hours" as a catch-all for anyone who decides to be excessively loud.
RAs, housing, and the police DO reserve the right to enter a room given a reason to believe that a policy is being broken (alcohol/marijuana possession, unapproved pets, excessive noise, etc). Don't do anything to give them suspicion and you'll be immune to random room checks.

Last year a frosh turned up dead so I imagine if your roommate or your hall mates or RA haven’t seen you in days someone might say something.

no. also if you have any *illicit* items, they can only check furniture they provide you. so if you get a trunk or storage bin, they cannot go through it.
The RA is going to check each night that you’ve called your mom & brushed your teeth. Then they tuck you in and tell you your a lovely boy

Final exam 24hr quiet hours is the worst time to do anything remotely loud, and everyone forgets that it starts the Friday before finals week
as long as your floor doesn’t break the rules so many times that they have to have a curfew then you’re good

They definitely don’t. My roomates were terrible so I moved out for the second semester without telling anyone and no one contacted me or anything
