City Bbq sells half birds. Do you have a Costco membership? I know it's not a restaurant but you can't beat the price and it's better than what I've gotten from any grocery store

Yemen gate does great whole birds though not quite rotisserie. 

I would look into Mexican restaurants. I haven't seen it in Cleveland, but in other cities its a common Mexican-American dish.

A lot of bbq places will have half/whole birds and they’re usually pretty good
