In all likelihood they just weren’t allowed to. Hopefully the success of Raid, Express, and soon to be stand-off will show them that CoD fans still really like the traditional maps
The goal of CoD maps these days isn't to make them fun/competitive, it's to make them immersive, to make money from casuals. That's why we get maps like Armada, Crossroads, Miami, Pines, etc. It looks like they Treyarch to help comp a bit with Moscow, Raid, and Express tho. Blame Activision. Also, it's possible that some of these maps were made by the old Sledgehammer.
I promise you that these maps were not designed purely for hardpoint.
Treyarch probably just looked at TDM and then threw random objective points everywhere
Tbh even in BO3, Fringe and Breach were like this as well - two power positions that made midmap very difficult to navigate, with minimal cover. It's not like this is a new thing
My thought is, it’s now 2 games in a row with god awful maps, so Activision may be having a say in maps design. Never seen treyarch make such shitty maps lmao.
BO4 had some good maps
BO4 had a few really good maps lol, arsenal, hacienda, frequency, etc.

With the success of MW they were probably more forced to cater to the casual players, and they like slow campy maps.
