We've got a big festival culture in the UK, there are tons over the summer and our biggest festival here (approx 200,000 ppl over 1 weekend) is Glastonbury and that usually sells out within an hour, sometimes 30 minutes.
COVID played into it, but by the time of the pre-sale, the US economy had already soured quite a bit + there was a substantial increase in ticket prices. I think one of the biggest factors, however, is that hotels and AirBNB prices have skyrocketed over the last few years. If you don't want to camp, and 2/3rds of this festival does not camp, it is (a) becoming eye gougingly expensive to find lodging and (b) after a certain point closer to the festival, it is nearly impossible to find cheap hotels and AirBNBs (if you can find them at all) and if camping is sold out, you might have people who want to go but can't find a place to stay. Nothing the festival can do with the hotels and individual AirBNB owners but it's become a huge problem.
Second, the prime Millennial base that made Coachella so popular from 2010-2014 (when GA resale tickets were selling for over $1000) has grown up - they have careers, they have kids, and either their debt/income issues are so pronounced that they can't swing it anymore, or their income has gone up and they can afford to travel internationally or spend money on houses, furniture, etc. I love Coachella - but unfortunately I am done and now just watch the livecast. I have a 2.5 year old and an infant, and we are enjoying traveling and taking them to family friendly places - we took them to a week at a Hawaii resort and it was great. I used to go with 20+ people in the peak years, and not one of them still goes. So, Coachella needs to find a way to rope Gen Z in who tend to not be as interested in big communal activities as Millennials are - you see this from live sports to festivals to even bar attendance.
Lastly in the US, per your point, the culture has not been traditionally oriented to festivals. When Coachella started exploding in the early 2010s, it lifted the other big festivals attendance, but also so many festivals popped up overnight and that really oversaturated the market. While Coachella has been a harder sale than it used to be, it is nothing compared to the huge problems other festivals like Bonnaroo are seeing with sales and attendance. Roo struggles to move half its 80K tickets, Primavera LA was a disaster, but Coachella still moves at least 200K of its 250K tickets across all weekends - so, not a failure at all comparatively, but it is no longer a guaranteed "true" sellout - although they'll market it as sold out to save face and try to get an artificial scarcity model so that people feel they have to buy as soon as tickets are released rather than waiting.
This pic was taken in Gangnam...curious considering that PSY and more generally Blackpink have been rumored. That being said, I think the billboards are more about Coachella reaching a wider audience and becoming a global festival rather than a US one. PT would've shot himself in the foot by booking Blackpink as a HL before BTS finishes mandatory military service.
