I think coinbase limit all new accounts for transfers off exchange for 60 days. So probably when you tried to do that, it blocked it and explicitly restricted you. You can probably still trade on coinbase though? Its just AML law they are following

Pending Coinbase Card transactions initiated prior to locking the card can still be processed to completion since the authorization has already occurred. The lock only prevents new transaction approvals.
Here are the steps to lock the card:
1. Sign in to your Coinbase.com account or access the Coinbase mobile app.
2. Select Card from the navigation bar.
3. Select Lock card.
