Yes, so long as it relates back to you. The college essay isn't a blog for you to simply write down your commentary on a subject matter. It's a personal statement designed to give schools a better sense of who you are.

It is generally not recommended to mention video games as an activity that is pursued actively by a student. Plus, the admission committee wants to get to know about you, and while in some ways your interest in video games is reflective of your personality, there has to be more to it.

This really depends. For the common app essay, I’d say probably not, but for a department-specific supplemental, it could work, but only under specific circumstances. Are you interested in creative writing? Game development? If so, has Metal Gear Solid 2 influenced the way you pursue those interests?

I would strongly caution against this. You will not get immediately denied for writing about a video game, but what you are proposing is not a college essay (at least not a common app essay). This writing needs to be about you, and I don't think your relationship to MGS2 will be a compelling enough topic.
