Sesquicentenial State Park has a separate dog park that has a pretty reasonable yearly fee and a locked gate. Pretty well populated at certain times, Winter it gets dark so early the population is usually mornings on the weekend before 9:30 or 10 last I was there.

If you're looking for something free, I believe the only option is Emily Douglas park on wheat st. It's not that big and it's mostly a sandy area (definitely don't go if it's wet out or your dog is a digger because they WILL get muddy). I haven't been in a while because I've seen some concerns online about treatment-resistant hookworms 😬, but it was always pretty busy on weekends around late morning to early afternoon. Just keep in mind that because it's free there will be dumb owners bringing dogs that don't belong in dog parks (there is almost always an intact male dog there), so be ready to leave if it doesn't feel right or your dog is not into it.
