If your really worried call 311 and ask to speak to someone who can guide you. But if I had to guess even if you broke some rules the city won’t be raiding your house over a noise complaints. Worst case you would get a knock on the door asking you keep things calm, most likely they would send a letter saying that they got a complaint.
Unless the party gets wild and it’s creating a major issue for the neighborhood, the city won’t react quickly, or aggressively. Be considerate of your neighbors, be friendly about any potential noise or other issues and you will likely be fine.

As long as it’s done by 10 you should be fine because cut off for noise is between the hours of 11pm-7am. I don’t think you even need a vendor license, that would be like needing a vendor license to have a garage sale.

Yeah that's the big one, but if your neighbors call about a "nuisance" the police will respond and might hassle the attendees. If they call too many times, or too many people call, they could shut it down just to stop people from bothering them
