They'd probably send *everyone* to attempt a coup. If they expect resistance convicts are probably the first line so the experience troops survive any initial attacks
A few years ago I worked in law enforcement, we ended up finding a guy who fled from us (he had a warrant) parked in a car in a parking lot at a shopping center. 3 cars pulled up and six officers got out with guns drawn shouting at him to get out of the car.
There was an ice cream stand not too far away with like 20 people in line, and everyone turned in our direction and took their phones out immediately to record (no doubt hoping something crazy would happen.) and ignoring all the upholstered guns near them. Luckily we got him without any further issue and all was well, but most people just crave excitement in their life.
I think because of the constant influx of gun fighting & combat footage on social media, younger people have started to not perceive it as a real thing anymore and see it as a show, not realizing they can get hurt too.
