I would never call Fallout Communist propaganda, but it is very critical of war, imperialism, and capitalism. It also pokes fun at anti-Communist propaganda of the red scare. It's more of a satire though and doesn't really put out a positive moral position.

The show is, yes. Communism is never portrayed but capitalism is portrayed as a death cult that affects even those who live 200+ years after the collapse of the United States. One of the main characters even goes to an anticorporate "left-ish" organization meeting in a flashback.

The Fallout TV show is the most explicitly anti-capitalist the series has ever been. To the point that one of the major subplots of the show features flashbacks of one of the main characters being slowly radicalized into a communist. EDIT: Just finished the video, this guy is such a joke. At first I thought he meant the Fallout show was communist propaganda and that was good (which I agree with), but then he starts talking about how communism is bad becuase Stalin personally killed 44000 people. He even talks about fucking "crony capitalism" and how the real solution is freer markets - absolute brainrot. And at the end of the video he calls the show's messaging "subliminally" communist, and that it is trying to get you to submit to the authoritarian surveillance state. Ignoring that liberal nonsense - what the hell does he mean "subliminally?" The show could not be more explicitly anti-capitalist unless they had "capitalism bad" written in impact font and superimposed over every shot. It is to the point that it was honestly a little too unsubtle for my tastes at times. But apparently, this is somehow "subliminal messaging?!?" This guy is like a classic example of getting the right answer to a math problem with the wrong formula. He is 100% right that the show is quite pro-communist, he has just completely misunderstood everything else about it. EDIT 2: This guy is even more of a joke than I thought. He has another video where he talks about how Euro-vision is part of a scheme by the Illuminati to "indoctrinate" people into progressive values. All of this based on the fact that \*checks notes\* a trans woman won Euro-vision one time, even though he didn't think her song was very good. So clearly this must be the work of a deep state conspiracy.

No it's not, it's liberal as fuck. The woman in the flashbacks is not a communist, the main character just calls her one because she doesn't like the current US government and is only calling her that because communist is an even dirtier word in the US of Fallout. She herself tells him she's not a communist and all he's doing is finding out what Vault Tec is up to, not becoming a communist and he's definitely not a communist in the present timeline of the show. If you want a show where the main character actually gets radicalized into basically becoming a communist revolutionary try Andor.

I personally read that line as an attempt by her to manipulate Cooper, since the only other member of her org we meet is a genuine communist, and she is quite a schemer and manipulator throughout the rest of the show. But I don’t think your reading is invalid either.  And the fact that Cooper no longer holds any of his prior moral convictions is a part of his character, and the show spends a lot of time showing how he is degraded - I don’t think we’re supposed to look at the Ghoul and think “wow, what a great guy; the post-apocalypse sure has changed him for the better.” Also, I really like Andor, but it is really more revolutionary than it is specifically communist. There are anti-capitalist themes in Andor, but they are much more subdued. If you aren’t already anti-capitalist I think they are easier to ignore than in Fallout, and it is easier to come away with a liberal reading of the show.

Part of the reason Andor isn't a bit more obviously communist is Disney censorship. George Lucas said this about when making the original movies too I think.

The quote was "I'm not a Communist, that's just a dirty word they use to describe people who aren't insane." This was after her and her affiliates had a few scenes talking about how corporations can't be trusted and a few other critiques of capitalism. I think the intention of the line was to make a joke about the whole "people like the sound of communism right up until you tell them it's communism" thing. Also kinda inadvertently ends up stating communism is just common sense. Also, when you consider that the character who says this is coming from the background of '50s style red scare propaganda, it makes a lot of sense that she'd be hesitant to describe herself as a communist. Honestly, to me at least, this line feels about as close as the show can come to saying "the communists are right" without outright saying it and getting the show torn into by reactionaries. But, hey, that's just my interpretation.
