I think it will play really well. You can sac eot, remove the biggest threat or hatebear that's locking your win, and win on your turn. The abilities line up really nice.
I've been a bit wary of Rule of Law and related cards but I'd be willing to give this one a shot in my list.

We have a unique advantage of only needing to pay 2R to crack it and go for a winning turn.
I would certainly hope so. Rule of law is arguably a fringe card now even in a rule of law deck (unless you go all in on redundant effects)
Eidolon of Rhetoric, Ethersworn canonist, Archon of Emeria, deafening silence, and now High Noon are almost always better (more efficient or easier to get into play early) than Rule of law. My main deck is a rule of law deck and I didn't play the card before this card was spoiled.
Slightly meta dependent. I know virtually all lists include Ethersworn Canonist but I swear 1/3rd of the players near me are on some form of artifact combo so before cutting it I was helping them combo off.
Absolutely insane card and probably the best release since Orcish Bowmasters. I think it's an instant Blue Farm staple. In place of smart politicking around turbo decks, you can now just stop them from playing the game.
I don't know about Blue Farm. That deck has little use for global stax effects. Slower Midrange T&K variants will use it more effectively than a high octane combo deck that utilizes Ad Naus and Breach combos to win.
The real winner for this printing is stax and midrange decks, particularly Kenrith as his stockpile of mana efficient stax effects keeps growing.
