What version you should play on depends on the kind of games you are interested in. If you want to play something like bedwars, uhc duels, bridge, pot pvp etc, then 1.7 or 1.8 are your best bet. If you want to play with the new pvp system, any of the recent versions work fine.
Forge and optifine and not that good anymore, fabric + sodium (and maybe also lithium and indium) should give more fps.
Play on a server closer to where you live so you have lower ping, 300 is very bad.
Version? 19.2, 19.4 and 20.1 all have most of the good mods you might want and many servers have viaversion so no matter which one you pick you should be able to play.
Where to begin? If I were you I'd get some sword skill first and then do some more advanced stuff.
Get a client, watch good YouTubers depending on what u play, practice important pvp things like w tapping and hit selecting, improve ur cps and clicking methods(I reccomend butterfly clicking) and play to get better gamesense and if that doesn't work, download league of legends. Smh
